Why would outdoor cats keep staring in the direction of a neighbor's fence?

I have been feeding three semi-feral cats for almost 10 years (all spayed). I have noticed in the last couple of weeks that they have been constantly watching toward my neighbor's fence. It is a block fence so they can't see into the yard, but they seem a little skittish and really focused when looking in that particular direction. I am wondering what this behavior means. Thank you for your input.
