What are these white balls? Should I be worried?

He has recently started to go outside a few times during the day. I give him a bath once every 2 weeks. I'm just starting to see these. Is it because of his litter?

It's hard to tell from the pic, but it could be litter. I would try cleaning his paws and see what happens.
