Material to keep dogs out of cat litter boxes using paper based cat litter?

Dogs keep getting into the cats' Paper Based Cat Litter. It is so bad that if I have not been able to get to cleaning out the cat box and I am not watching, they sneak in.


I cannot think of any other details to provide. Contact me if readers interested in answering the question.

The only thing I know of would be one of the following:

1. Build a platform where the cat would have to jump up to get to the box (assuming the dogs can't jump as high as the cat).

2. A room or container that the litter box sits in that is only accessible via a pet door (assuming the cat is smaller than any dog in the house and the dog can't fit through the pet door). There are litter box enclosures you can buy that may fit this need.
