Cat walks around the apartment

My Cat is male, fixed and declawed. This is strange. We let him outside on a chain, but after he tells us he would like to go outside, he does a walk all around the apartment and comes to the door. What is this all about? Weird.
He does this every time and we are waiting at the door for him, wondering what he is doing. He is a lovely cat and very laid back and beautiful.
